Section 2(c) of the National Commission for Minorities Act, defines a minority as any community notified as such by the Central Government. To this effect, the Ministry of Welfare had notified five communities, i.e., Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis) as minority communities on 23rd October [4].
